COSSA provides a comprehensive range of services for students ages 3–21 from our member school districts who qualify for special education under the Individuals with Disabilities Education Act (IDEA)

Special Education Program Goals

Serving Students with Disabilities:

Related Services

  • Increase graduation rates of students with disabilities.

  • Decrease drop rates for students with disabilities

  • Ensure that students with disabilities participate in all statewide assessments so they are an integral part of the accountability system.

  • Monitor and improve the academic skills and performance of students with disabilities.

  • Decrease the number of suspensions and expulsions for students with disabilities

  • Improve post school outcomes for students with disabilities.

  • Reduce over-identification of students in special education.

  • Decrease racial disproportionality in special education.

  • Educate special education students in the least restrictive environment.

  • Increase the percentage of trained personnel working with students with disabilities including special Education teachers, general education teachers, related service personnel, and para-professionals.
